  • Online gambling: MEPs aim to better regulate sector's development

Online gambling as a sector was worth €6 bn in 2008 but by 2013 this figure is expected to double. It's a rapidly growing part of the wider gambling industry, which is worth around €80 bn and employs hundreds of thousands of people. However, at the moment online gambling is regulated largely at Member State level, with different rules and barriers for entry applying in different countries. Nevertheless, the European Commission released a green paper earlier in 2011 focusing on future regulatory developments in this sector and the European parliament has recently responded to the Commission with its own report on how to support this burgeoning industry.

In recent years, the "number" would be the last three digits of "the handle"—the amount race track bettors placed on race day at a major racetrack—published in racing journals and major newspapers in New York. A gambler places a bet with a bookie at a tavern or other semi-private place that acts as a betting parlor. A runner carries the money and betting slips between the betting parlors and the headquarters, called a numbers bank or policy bank. The name "policy" is from a similarity to cheap insurance, both seen as a gamble on the future... http://en.wikipedia.org/wiki/Dice Dice (singular die or dice; from Old French dé; from Latin datum "something which is given or played") are small throwable objects with multiple resting positions, used for generating random numbers. Dice are suitable as gambling devices for games like craps, and are also used in non-gambling tabletop games. A traditional die is a rounded cube, with each of its six faces showing a different number of dots (pips) from 1 to 6. When thrown or rolled, the die comes to rest showing on its upper surface a random integer from one to six, each value being equally likely. A variety of similar devices are also described as dice; such specialized dice may have polyhedral or irregular shapes and may have faces marked with symbols instead of numbers. They may be used to produce results other than one through six. Loaded and crooked dice are designed to favor some results over others for purposes of cheating or amusement... http://en.wikipedia.org/wiki/Craps Craps is a dice game in which the players make wagers on the outcome of the roll, or a series of rolls, of a pair of dice. Players may wager money against each other (playing "street craps", also known as "shooting dice" or "rolling dice") or a bank (playing "casino craps", also known as "table craps", or often just "craps"). Because it requires little equipment, "street craps" can be played in informal settings... http://en.wikipedia.org/wiki/Bookmaker A bookmaker, bookie, or turf accountant is an organization or a person that takes bets on sporting and other events at agreed upon odds... Depending on jurisdiction, bookmaking may be legal or illegal, and is often regulated. In the United Kingdom, since 1 May 1961, bookmaking has been legal and even has been a small contributor to the British economy, with a recent explosion of interest with regard to the international gaming sector industry. However, gambling debts were unenforceable under English law until the Gambling Act 2005. Trusted legal bookmakers are members of IBAS, an industry standard organisation to settle disputes. Bookmaking is generally illegal in the United States, with Nevada being a notable exception due to the influence of Las Vegas. In some countries, such as Singapore, Sweden, Canada and Japan, the only legal bookmaker is owned and operated by the state. In Canada, this is part of the lottery programme and is known as Sport Select...

http://www.rightcasino.com/news/mark-griffiths-gambling-policy/?utm_source=Social&utm_medium=Organic&utm_campaign=SocialYouTube In the penultimate part of Right Casino's interview with Dr Mark Griffiths, we look at the status of gambling legislation in Britain. Dr Griffiths explains that Britain has historically shown a liberal attitude towards gambling and suggests about how government policies could be updated to ensure a healthier, fairer gaming sector in the future. In general, Dr Griffiths is positive about the status of gambling in British legislation over the last two decades, noting a clear tends towards "liberalisation and deregulation." However, he is less complementary of recent efforts to curb particular gambling practices. For instance, he notes the contradiction in heavily regulating Fixed Odds Betting Terminals (FOBTs) when similar games exist at the click of a button via online casinos. Additionally, he criticises the government's attempt to limit the proliferation of betting shops on British high streets, arguing that such action has no effect on addiction figures. "The fact is that [an] offline high street bookmaker has far more in terms of protective social measures than anything online. That's why I just think the arguments are null and void about the opening of more offline opportunities." Dr Griffiths is generally critical of prohibitionary attitudes towards gambling, pointing out that aggressive anti-gambling legislation tends to result in a 'black market' operating independently of the UK's taxable leisure industry. "I think we live in a mature society now and that gambling has always been around. Trying to instance limit it or prohibit it means it just gets taken underground." Referencing the recent FOBT controversy, Dr Griffiths argues that there should be a scientific basis for banning or limiting the distribution of any gambling product. "I don't think any form of gambling should be banned unless there is scientific evidence that it [causes undue harm.] The point is that fixed odd betting terminals are located within bookmaker shops or occasionally within some casinos. These are dedicated gambling environments. You can't walk into a bookmaker and not expect gambling experiences and gambling products to be offered for people to play." On the flipside, Dr Griffiths notes that the gambling industry has a responsibility to the nation in ensuring that its products are only marketed to adults. He voices disapproval of gambling adverts appearing during pre-watershed sporting events, for instance. Dr Griffiths is a Psychology lecturer for Nottingham Trent University and has been researching the psychology of gambling since the 1990s. In addition to his academic credentials and extensive bibliography, he is the co-founder of addiction charity GamCare, which provides a free helpline to problem gamblers and addicts throughout the United Kingdom. Dr Griffiths is recognised as one of the world's most preeminent experts on gambling and regularly publishes essays on this subject and others via his blog.
